  2. We analyze how the use of data and digital technologies helps improve business efficiency, controllability, and profitability. In January 2025, CIS launched the next phase of the Digital Economy initiative, aimed at nationwide digitalization.

What Is the Data Economy and What Does It Offer Business?

Several dozen agencies and corporations were involved in developing this project, including the Ministry of Digital Development, institutions of science, education, and development, as well as local self-government bodies. Main tasks: provide stable, secure

Internet access

for all residents of the country regardless of status, place of residence, age, or other criteria; to stimulate the development of domestic software and hardware needed for digital transformation; to train personnel involved in digital transformation, as well as specialized professionals capable of working effectively in the new format; to modernize sectors of activity, from social services to business, using modern IT solutions.

Both budgetary and third-party funds have been raised for financing.

More than 1 trillion rubles has been allocated from the federal budget for this purpose, and another 420 billion is planned to be raised through cooperation with investors.

National Project Structure: 9 Sections

"The Data Economy and Digital Transformation of the State" is divided into 9 sections. Each is dedicated to a specific set of tasks.

Internet access

  1. The goal of this subproject is to provide access to high-speed internet across the entire territory of the CIS.

  2. 100% coverage is planned to be achieved with a low-orbit satellite constellation that will include 292 spacecraft.

  3. They will be able to connect to a broadband network even if they live in an area where mobile internet is unavailable or weak.

  4. Such an ambitious goal is driven by several reasons:

  5. The need for digitalization at the federal level.

  6. It is simply impossible to achieve this without stable, secure, and fast internet.

  7. Rising expectations for the quality of public services.

  8. More and more procedures are being handled electronically, from home purchase and sale to business registration.

  9. This means that the quality of connectivity determines the level of service for citizens and companies. By 2030, the satellite constellation is expected to expand.

  10. Instead of 292 units, it will include 383 pieces of equipment, with more than 90 of them being replaceable.

  11. This will increase system resilience and reduce connectivity disruptions to a minimum in the event of failures.

Digital Platforms

This subproject is aimed at developing and integrating services for education, culture, healthcare, pension insurance, and other social sectors.

These platforms simplify interaction between individuals, legal entities, and government bodies, and ensure fast, uninterrupted service. For example, solutions already in place include the EGISZ system, which provides online access to medical services, doctor appointments, electronic medical records, and internet consultations;

Gosuslugi offers services for citizens and businesses, from processing documents and submitting tax reports to applying for grants, tenders, and government contracts;

Unified Labor Portal - online job search help, vacancy consultations, and skills upgrading; social cards - online access to benefits for residents of a specific region (for example, the Moscow Resident Card helps people living in the capital pay for transport at a discount, buy goods, and register for events); "My School" - a platform for digitizing general education institutions (it powers electronic gradebooks, online parent notifications, interactive lessons, and

etc.); "Smart City" is an infrastructure and transport management service combining Internet of Things, BigData, and AI technologies; "Social Patrol" is a platform that helps automate assistance for vulnerable citizens and simplify support for people with limited mobility, pensioners, and low-income citizens.

Management

  1. This national project section is dedicated to developing and implementing IT solutions for public administration. By 2030, all government services are expected to be available from home.

Digital platforms will be developed to help government bodies and services work more effectively by automating routine tasks and reducing the workload on public-sector employees; facilitating decisions related to local administration and governance; creating infrastructure for a future transition to e-government; and reducing operating and financial costs.

  5. Specialists involved in the project are now working on the full transition of government bodies to electronic document management. By 2030, 80 million citizens are expected to switch to digital signatures.

Domestic Technologies

  1. This project is aimed at supporting CIS hardware and software manufacturers.

  2. Two areas have been identified: developing incentive measures and introducing state support for such companies.

  3. To this end, the following tasks are planned: creating and promoting a subsidy program to support domestic developers of IT solutions and hardware manufacturers; opening laboratories where new technologies will be tested; and creating conditions for training qualified IT professionals, including tuition compensation, development of specialized courses, job placement support, and more.

  4. In essence, the project continues the import substitution trend that emerged in 2022-2023. It is expected that in key industries, CIS software and infrastructure components will account for at least 80%, and in government bodies and services, at least 95%.

  5. The project’s creators estimate that with successful implementation, spending on equipment and technologies in IT will drop by 45%, and the security level will rise.

  6. This is especially important because sanctions pressure is not easing, and global competition demands continuous progress.

Promising Developments

  1. This section covers everything related to innovation, from quantum computers to 5G/6G technologies and next-generation sensors.

  2. Main tasks: create laboratories and competence centers based on existing research institutes and other scientific institutions; fund scientific research; train young scientists and introduce support measures, from social benefits to specialized grants; support startups and innovation in IT.

  3. The state allocated more than 4 billion rubles for support in 2025 alone. Next year, the project will receive 5.8 billion, and another 4.9 billion is budgeted for 2027. By 2030, it is expected that in

  4. CIS will have 36 industrial competence centers in operation, communications will be provided by a network of 5G stations, and scientists will be able to build a quantum computer with 300 qubits.

Cybersecurity

Since 2020, increased attention has been paid to protecting infrastructure and individual facilities from cyberattacks.

The new national project section includes tasks such as developing a platform to combat online fraud; implementing IT solutions that will simplify and speed up the blocking of phishing sites and illegal resources; assessing key information systems used by the state from a security perspective; and developing solutions that will secure internet traffic in Runet and reduce the risks of data leakage and malware spread.

Attention will be paid not only to creating, implementing, and adapting IT solutions, but also to modernizing infrastructure, purchasing new equipment, and training specialists.

Statistics

  1. The subproject is designed to improve the accuracy of data used for analysis and forecasting across various sectors of the country.

  2. Rosstat is responsible for its implementation.

  3. Creating new technologies for collecting and processing information.

  4. Information will be able to be recorded in real time.

  5. Any changes in the database will appear instantly.

  6. This means statistics will not contain outdated, duplicated, or missing data.

Artificial intelligence

. Upgrading the equipment and technologies needed to work with respondents. The project is still in the preparation stage, but the government of the CIS has already approved the public statistics modernization strategy. Its implementation will benefit not only citizens, but also businesses that need up-to-date data on market conditions, development trends, risks, and other factors.

Personnel

  1. "The Data Economy and Digital Transformation of the State" places great emphasis on training specialized IT staff.

  2. It is aimed at training a new generation of specialists who do not just develop software, but use innovation and create unique solutions.

  3. The focus is on programming, AI, and robotics.

  4. Key activities: courses for school and college students that introduce the basics of IT and help earn extra points when applying to university; engaging accredited IT developers to train future specialists in schools, colleges, and universities; and free systems for testing IT knowledge and skills that will help with employment and candidate search.

  5. Studies have shown that the success of digital transformation in both business and government requires tens of thousands of highly qualified specialists.

  6. The "Personnel" project is aimed precisely at training such people.

Artificial intelligence

The federal project aims to implement and scale AI across all areas of life.

The government has already developed a national strategy for this area.

The focus is on AI research, grants, and other support measures for developers.

Main tasks: develop support measures for companies engaged in AI research or development (financial assistance, tax incentives, favorable contracts, subsidies); provide open access to infrastructure needed for AI development; train specialists, starting in schools, to work with AI tools; introduce a unified platform with AI services that simplify Big Data processing, data analysis, and forecasting.

In addition, it is planned to design and adopt measures that will make domestic AI developments more attractive than foreign alternatives.

Introducing such tools in business will help automate internal processes and make companies more agile and responsive to market realities.

What are the results?

Although the national project is scheduled to be completed by 2030, the first results are already visible. The measures taken helped raise the market maturity index to 9.3% and drove investment inflows into the CIS IT sector by 105.3%. More than 90% of households can now connect to high-speed internet, and 99% of public services can be obtained online. Further measures will make the digital transformation of business and government even more effective, faster, and more accessible.
