FRIDA Decisions: When Judges Need No Generation

FRIDA Decisions achieves 0.893 on branching tasks at 40 times less size than an LLM competitor. We examine its savings.

An encoder instead of a generator for selecting from a list

  1. Sberbank made publicly available FRIDA Decisions.

  2. It is a CIS-language model that selects an option from a list, assigns a score on a scale, answers “yes” or “no,” and ranks candidates in a single encoder pass.

  3. It does not generate text, and tens of milliseconds are enough for it on an RTX 5060 Ti.

  4. It scores 0.893 on the razvilka benchmark.

  5. The commercial TypeSafe Jev API scores 0.897, while the Qwen3.5-35B-A3B LLM, which is 40 times larger, delivers comparable quality.

  6. My hypothesis is that in enterprise AI scenarios, classifier tasks account for a significant share of calls to a large generative model, and are paid for as generation.

What the model can do

The encoder reads the entire input and produces a decision in a single pass.

A generative LLM writes the answer token by token, after which the text must be parsed to extract “yes,” “no,” or an option number.

The encoder directly returns an index, number, or probability

FRIDA Decisions has four modes: - selecting one option from a list; - scoring on a scale; - answering “yes” or “no”; - ranking candidates.

Behind each mode is a routine question:

  • where to route the request
  • whether to let the message through
  • whether the document matches the request
  • how good the answer is

Where money goes to waste

  1. In many LLM implementations, the call looks the same: the model receives text and a list of labels, then returns a label.

  2. This is how support request routing, moderation, data labeling, checking another model's answers (the “judge” role), and ranking snippets for RAG work.

  3. For such a call, the company pays for generation tokens, waits hundreds of milliseconds or seconds, and receives an answer in an unpredictable format.

  4. At a volume of tens of thousands of requests per day, this becomes a separate budget item and a gateway queue.

  5. If the judge is called for every assistant response, its latency is added to the latency of the entire chain.

  6. Tens of milliseconds on a single consumer-grade GPU change the economics of such a solution.

What 0.893 shows

  1. The comparison on razvilka gives three data points: the open FRIDA Decisions encoder scores 0.893, the commercial TypeSafe Jev API scores 0.897, and Qwen3.5-35B-A3B (an MoE model with 35 billion parameters) reaches a comparable level.

  2. There are four thousandths between the first and second scores.

  3. For routing and moderation, a confidence threshold outweighs this difference. This result has limits.

  4. The benchmark measures a specific set of tasks, while your requests, jargon, and complex topics may fall outside its distribution.

  5. Therefore, razvilka provides a reason to test the model on your own labeled data; it does not replace such a test.

  6. We would start with a sample of a couple thousand historical decisions for which the correct answer is already known.

Assess where AI can deliver impact in your process

How it fits into the architecture

The setup is simple. A fast model handles the first line and takes care of cases it is confident about. Ambiguous cases with low confidence go to a larger LLM or a human. In this cascade, the expensive call is used for only a small share of traffic; the exact share is determined by the threshold on your labeled data. Our estimate is 5–15%, but this needs to be validated on real data.

We apply this principle in AI-native integration for customers: - In LLM & Security Gateway, a fast pre-generation classifier decides whether to allow a request and which model to route it to. - In RAG, the same principle is used for reranking: search returns candidates, a fast ranker orders them, and the best snippets enter the large model's context. - In MCP and n8n workflows, a “yes” or “no” from a lightweight model controls process branching, so there is no need to parse free-form text.

To create a clean picture of “a request arrived and went where it needed to go”

, engineers set a confidence threshold, calculate metrics on real data, log decisions, and fall back to a larger model when drift occurs. A simple result is built on this complex work.

The CIS-language stack is maturing

FRIDA Decisions was released alongside other open CIS-language projects

MERA Text 2.0 reconsidered what should be measured in text models because the tasks from the 2023 first version now seem too simple. GigaAM-Multilingual is a family of 220M- and 600M-parameter Conformer models for speech recognition in 70+ languages.

For CIS, Kazakh, Kyrgyz, and Uzbek, this is the best open quality. For customers in

In CIS and the CIS, a set of components is emerging that can be deployed locally, measured on your own data, and replaced individually.

This also applies to data residency requirements.

For classification tasks, a lightweight model on your own server removes the need to send personal data to an external API.

What managers should calculate

Before purchasing LLM calls for another scenario, determine what share of them involves choosing from a finite list.

If it is more than half, generation is unnecessary there.

Next, three measurements are needed: quality on your labeled data, latency under real-world load, and the share of cases the cascade sends upward.

A few weeks of testing on historical traffic is enough to see whether the replacement pays off.

At this time to result for AI

A pilot on an open model with a clear metric can launch in days, while a project based on a “universal agent”

often continues for months without a clear metric

AI that does not move the metric becomes theater, and its budget is eventually cut.

Verdict

FRIDA Decisions shows that for decisions from a finite list, a model 40 times smaller delivers comparable quality in tens of milliseconds. Generative LLMs remain valuable where text is needed. Classifiers, judges, and rankers are best handled by fast specialized models, while the budget saved can fund scenarios that move the metrics.
