The operator's module covers the standard case: local or server-based 1C, a standard configuration, and standard workflows.
API integration is needed where this cannot be done.
The first and most common case is 1C:Fresh and the web client.
Cloud-based 1C does not allow installing external processing with external code: the subscriber has no server or file system.
If your operator is not included in the standard EDI Client from 1C, integration from the accounting system can only be built through API.

If you have a local standard 1C setup and only one operator, use the standard module; it was made for that. Also, integration does not cancel the operator's signing requirements and does not make exchange legally valid where there is no roaming agreement between operators.
